. . . The great Addison, who had travel'd through Italy, has
so excellently describ'd the dreadful consequences of an
arbitrary government, and the miseries that attend a
tyranical state, particularly in his letter to Lord
Hallifax, which is allow'd to be a true and beautiful poem,
that I shall conclude with that part where he is mentioning
the fertility of the soil, and the misery of the people.
But what avails their unexhausted stores,
Their blooming mountains, and their sunny shores,
With all the gifts that heaven and earth impart,
The smiles of nature, and the charms of art;
